Under general supervision, to perform a variety of non-sworn law enforcement duties in support of the Police Department; to enforce meter and other regulations governing the parking of vehicles on streets and municipal parking lots; to enforce animal regulations and perform animal control duties; to collect meters and perform minor meter repairs as necessary; and to perform related work as required.

Week of June 17, 2024 - Final Panel InterviewPatrols streets and municipal parking lots and checks vehicles for parking violations;Issues citations for parking violationsImpounds vehicles in certain cases; collects and transports stray dogs to designated holding facilitiesResponds to and investigates complaints of animal nuisance, cruelty, injuries to and by animals, dead animals, and various accusations of non-complianceEnforces applicable animal control ordinancesChecks animals for licenses; transports injured animals to appropriate facilityWrites reports and maintains various logs and recordsAssist Police with traffic control as neededAssists the public by providing directions and responding to questions and inquiriesMay perform a variety of meter collection and minor meter repair as necessary 

Knowledge, Skills & Abilities: 

Knowledge of:

Basic law enforcement principles and practices and their application to a wide variety of non-sworn services, operations, and programs including parking enforcement and animal control
Basic principles and procedures of record keeping including proper procedures for the maintenance of logs and reports; computers and basic software
Basic geography of the City including the location and layout of streets
Occupational hazards and standard safety practices
Principles and practices of public relations. 

Ability to: 

Perform a variety of non-sworn law enforcement duties including those related to parking enforcement and vehicle abatement
Learn and interpret laws and regulations applying to parking and animal control
Use handheld computerized ticket machines and personal computers as necessary
Explain parking and other ordinances
Maintain records, logs, and files
Handle and control large animals
Deal tactfully and effectively with citizens suspected of violating regulations
Drive vehicles with manual transmissions

Education and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain this required knowledge would be:

Educational achievement equivalent to graduation from high school and two years of experience in work involving considerable public contact.

Licenses/Certificates: Possession of a valid Class C California Driver’s License with a safe driving record is required and must be maintained as valid during the course of employment. PC 832 certificate required within one year of appointment.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENTThe conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Environment: Work is performed primarily in an office and field environment; travel to different sites; exposure to inclement weather conditions; extensive public contact and exposure to irate and abusive individuals; exposure to mechanical hazards and to hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain. Regular contact with the general public.

Physical: Primary functions required sufficient physical ability to walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; work in inclement weather, hazardous traffic conditions, and other environmental factors; operate law enforcement and general office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; may be required to work extended hours including evenings and weekends.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
